I want to keep all three categories up, and help my economy - without some sort of corruption. I can't figure out what to do in this issue :(

You could always dismiss the issue if you're really stuck
If we did dismiss an issue earlier, will it ever "revisit"?
Say, her Benevolence initially thought she didn't care to legislate nudity (phht!) but is now thinking maybe she would like to insist on it (since she saw that dishy crew working in the grounds)?
Can legislation we have enacted be later repealed?
More than likely, yes you will be able to "re-do" any issues. Some of the existing ones are valid just about across the board, so you'll deal with them several times per week, others are slightly rarer so you might need to do a fair bit of work to replicate the circumstances which produced them.
The "nudity in public" issue seems to be reasonably common.
