I would say up by about three (Excellent is the flashpoint).
Trust me, it's near impossible. I've slid from Superb to Average despite my constant trying to raise it.

What a Left Wing Utopia does need, however, is low economic freedoms.
It can't be that hard. I was a left wing utopia for a while.
