Animal eating issue + effects?

I feel stupid that I keep on doing this but....could someone tell me the effects of these choices?

The Issue
The eagle is on the brink of extinction, largely due to people hunting them down for tasty eagle-kahbobs and eagleburgers, and as ecological disaster looms, various factions are all calling for what they feel should be done about the eagle.

The Debate
"This is an outrage!", shouts Bianca Dredd, outspoken member of the Colerica Wilderness Protection Movement. "The government has to put a stop to the out of control hunting of our beloved eagles. Do you want our children and grandchildren to miss witnessing the spectacle of wild eagles prancing freely in our forests?"

"Who cares what happens to some dumb wild pest?", scoffs Pete Jones, employee of Colerica National Lumber, "If they're endangered it's 'cause they were too weak to adapt. They probably deserve to be killed off. With them out of the way, we could clearcut the forests eagles like to hide in, which would really boost the economy through the timber industry!"

"Nature is hardly a black and white issue." Fleur Spirit, a respected scholar notes. "We should start a breeding program to help these creatures recover their numbers. We can display them in captivity, and gradually release them into the wild. Couple it with limiting, but not abolishing eagle hunting, and everyone benefits. Of course, eagles raised in captivity don't generally survive in the wild, but I'm sure we can find a way!"

[option 1]: I'm guessing that the eagle will become a protected species and eagle consumption industry (if you have one) will be significantly reduced. Economy may decrease, environment may improve.

[option 2]: Eagles may become extinct. Environment may deteriorate significantly. Timber industry may increase significantly, economy may increase, weather may deteriorate, public apathy may increase.

[option 3]: Eagles are only found in zoos. Environment may deteriorate a bit. Economy may be static or decrease a bit.

I really only have something to say of the third issue:

It might be something along the lines of "the government pours a significant of tax dollars into repopulating the @@NATIONALANIMAL@@ population" and possibly say that the nat'l animal is protected, and hurt the economy a level or two.

No, the third option results in "@@NATIONALANIMAL@@ can only be seen in zoos" (or something very similar).

I can't remember the effects on the economy, though.

Why?

If you "start a breeding program to help these creatures recover their numbers" and "display them in captivity, and gradually release them into the wild" doesn't that mean at some point there will be wild '@@NATIONALANIMAL@@'s?

As I recall, none of these options has a substantial impact on stats. The best option is 1, which will restore your national symbol at little real cost. Unless you don't care, in which case, happy hunting. Your national animal will be reported extinct, but you can still bring them back later.
