Can an issue create a new industry? (I'm thinking tourists)

Tourists can greatly boost a nation's economy, and can also make for some funny issue choices (a law requiring all citizens to give tourists wrong information, or shooting them, or something) maybe. But tourism can be an industry. If someone were to propose an issue about promoting or destroying tourism, would it ever be able to become an industry?

If so, we need tourism as an industry to increase on that mining for urnanium in the rainforest issue.

Yeah, there are lots of issues that could affect a tourism industry. And tourism, like all other industries, would affect economy but not civil rights or political freedoms. Almost any issue can have an effect on tourism, and the number of tourists to your nation in some ways reflects the world's view on your nation and/or policies...could [violet] cause an industry's stregnth to be affected by the three rating categories (economic, political, civil liberites)? All of these have affects on tourism.

I believe so. I don't edit issues, so I could be wrong, but I seem to remember that happening.

I've noticed army size is linked to political freedoms:
The more you spend on the military, the lower your PF.

Can we link tourism?
The less you spend on the military, the bigger your tourism sector.

This could maybe work with other things also. Like crime. The lower your crime rate, the larger your tourism sector also. Although I never entirely understood how crime rate is figured out.

That could work in reverse too. Rowdy tourists could increase your crime rate. Then it could be a bit of a loop...

Not really... my PF are ranked "Excellent" and I'm ranked in the top 20% or so for military spending per capita.

Military issues don't lower PF. It's just that people who focus on the military also tend to pick positions on other issues that lower PF.
