I hate to keep doing this, but does anyone know the effects of the choices in the 'Refugees wish to come to your nation' issue?

Guesses:
choice 1: increases Civil Liberties, possibly PF, either way on economy (argument can be made for both sides), but probably down.
choice 2: opposite of choice 1
choice 3: economy/-ic freedoms big boost, maybe reduced effects from choice 1 otherwise.

Guesses-
Number one would probably hurt the economy, and increase civil rights (Possibly even Political Freedoms?).
Number two would, as Nal said, do the exact opposite on choice one, but probably won't have an effect on economy.
Number three would mildly improve or hurt Civil Rights, help economy, and I have no idea what it would to towards Political Freedoms.
