Allowing the rally boosts civil rights by a lot, I'm not sure what the other choices does.

I would assume not allowing the rally would lower civil rights and political freedoms...at least the civil rights.

I vote for the second option. It raises civil rights.

Lose-lose? Hehe...that's one of my favorite issues, I get to bump up my civil rights each time ;)

Not for the second option (that grants them free speech). Civil rights usally rise with that one, but PF do not.
