For the first time, maybe a few weeks ago, I got the issue in which you decide whether to give foreign aid to other nations or not. I believe that one of the arguements against is was "Well, if we give it to them once, they'll keep coming back!"

Well, I decided to give foreign aid the first time, and they keep coming back. For some reason, I'm getting that same issue once every three days or so. Is this a problem? Is this a coincidence? Or is teh issue actually supposed to do this (and if that's so, that's pretty clever)

The issue shouldn't "be designed to come back" in the simplest sense. What probably happened here is that by giving them the aid, you moved your nation's statistics to a particular point at which this issue was still valid. Since there's only a set number of issues in the game all told, you'll end up seeing the same ones over and over again.
