Yay another ape doesn't understand civil rights.

High civil rights mean you have the right to do what you want as long as you do not infringe on the rights of someone else.

Legalising beating up foreigners infringes on the rights of foreigners and therefore your civil rights rating should decrease with option 2.

Option 3 is totally useless, you have no acceptable anti patriotism option, therefore you only really represent one side of the debate, therefore your issue is bad. Please try re-writing it, get rid of the banning supporting soccer teams / we are the worst nation crap and it would be better.

Also since I do not think there is a rating for patriotism you may wish to consider the patriotic options increasing military size since patriotism is often exploited in order to justify militarism.

I did, now there is a limit to the amount of cheering, and he also adds that no nation should have high thoughts about themselfs.

The issue is interesting, but I don't quite like the options. They're all still a bit one sided.
