When I chose the option to outlaw torture, my civil rights rating dropped from excessive to world benchmark. Is that supposed to happen?

Just to make sure. Could it be one by a UN resolution instead by the issue?

No UN resolution was passed at the time. It changed when the torture issue was passed.
