"There's nothing wrong with torture, but we can't make it too obvious," says Secretary of Defense Charles McGuffin. "How about we simply ask them nicely, and then, if they don't tell us, we kill them? That's better just from the intimidation."

I am choosing either 1 or 3, but which is better? As in, which will drop my civil rights and raise my economy (I doubt any do) the most? Also, I paln to keep political freedoms outlawed.

You definately want to avoid two then.

1 & 3 hurt CR I assume. I think that three might be bad for PF as well, but better for civil rights.

Personally, if I were going for blatent evilness, I'd chose one, and if I were going for deeper evil, I'd chose 3.

One would make sense for a better economy if you think about it. If you torture people, then a whole branch of the government will spring up around it. You'll need tools and drugs to torture correctly (And end up not killing the victum).

Whereas number 3, you ask them a question, and if they tell you nothing, you shoot them. No big economy change there.
