1. give them full citizenship etc.
2. throw them out.
3. only take those willing to work for low wages.

which one should i pick? my civil, economic, political freedoms are excessive, powerhouse and WB, and i want to raise economic, but don't want political to suffer, and don't want civil to suffer too much.

The third one raises economy by a lot and shouldn't hurt polictal too much.

But it might smash the civil down quite a bit.

According to Reploid, various factors can make the same issue affect different nations very slightly, or tremedously.

Number 3 is the only one that will raise economy. This is a pretty drastic issue, in one way or another your gonna hurt something badly. I say dismiss it if you don't want to hurt anything too badly.
