I've heard lots of people talking about "the issue which legalizes private enterprise". I would like to know what is the issue and what option do I have to make.

The best solution is not to outlaw private enterprize in the first place. How do you accidentally ban it?

I had that issue already and I always chose the 1st one but I still get private enterprise illegal.

I'm guessing that while you are creating your nation, you chose the option that agreed strongly that captialism is on the way out. Has private enterprise been outlawed in your country since day one?

Incidentally, I misunderstood the question. Instead of understanding that "Capitalism is on the way out", I understood it as "Capitalism is the way out", so I put strongly agree.
I had private enterprise illegal since my 1st day, but since then I've always been taking pro-capitalist options and I counldn't manage to get private enterprise legal.
Oh..and I'm already trying for 5 months.
Who needs private enterprize anyway? Seek the path of anarchism, real anarchism, not that anarcho-capitalism junk.

Yeah, sadly, if you start out in this game with illegal enterprise, you can NEVER BE CAPITALIST AGAIN! It's amazing, even if you have no antitrust laws and your government IS a corporate asset and you've been pro-business for 8 months.
There really should be an issue to change that, or at least a warning (don't start out as socialist or your nation description page will be tainted forever!)
What difference does it make if private enterprise is illegal or not? Does it just affect the number of strong industries you can have?
