I just wanted to know what you guys in the forum think about it. I may forward it to the UN.

morally, yes as long as they can abstain, but issues are supposed to be decided by you to change the nation into your own image.

If you mean what choice you ought to pick, consider:

The choice that says, "Making democracy compulsory makes about as much sense as..." (NO! Of course not!) will increase your political freedoms. Effect is "Voting is voluntary..."

The choice that says, yeah, make it compulsory ("Some people vote more than others, like elderly gun nuts") will make your freedoms go down. Haven't tried this yet.

The choice that says, "You know, this question has got me thinking..." (ban elections) will plummet your political freedoms. Effect is "Elections are banned."

Even if you want to be an Iron Fist Consumerist or something, having a superb economy while disregarding political freedoms and civil rights, I don't believe economy is affected at all. There is nothing to lose voting No.

I thinking making your people vote is important but that all voters should have the right to spoil their vote with enough spoils causing reason to pick new canditites!

You're wrong about there not being a downside to the "No" option. If you look at the issue submission guidelines (http://www.nationstates.net/pages/submit_issue_guidelines.html), you'll notice they use this exact issue as a complete example. The results of each option are:

Option 1 - No on compulsory voting
political freedom increases
public apathy increasesOption 2 - Yes on compulsory voting
size of government increases a bit
political freedom decreases
apathy decreasesOption 3 - Outlaw elections altogether
political freedom decreases to almost zero
