There needs to be an issue that can re-introduce private enterprise. My economy's at Basket Case, I have no income tax, yet private is still illegal. I know there is an issue that outlaws capitalism, how abou it the next string of issues one that brings back private enterprise?

The same issue that outlaws capitalism can legalise it as well.

You should get this issue at some point, seeing as you have a poor economy.
Choose the option that reduces regulation.
