Want help answering one issue

My goals: Reduce crime.
Bring political freedoms and civil rights up to World Benchmark.
Keep the economy up.
Keep taxes unheard of.
Don't use any form of social welfare, including public schools.
Don't ban guns.
I'm fairly certain it's possible to have WB-F-WB with relatively low crime and unheard of taxes...Before I answered the prison overcrowding(?) and homeschooling issues, I think I was only one political freedoms level away from reaching my goal. Since then, my nation slid (down from Anarchy then from right to left) all the way to a Left-Leaning College State, although now it's back to a Capitalist Paradise.

The three issues I currently have and would like help answering:
Oh, the Angst!
The Issue

In response to rising rates of depression related suicides, mental health groups have called for government funding to help support treatment programs, citing various surveys that indicate psychological disorders are often an overlooked problem.
The Debate
"Although it is often dismissed as an irrelevant complaint, depression is a real disease, it isn't just 'all in your head'" says Melbourne Barry, depression sufferer. "Depression has significant effects on groups and individuals, especially amongst teenagers. Every day, more and more people commit suicide because of this disease, but this could all be stopped if this country had a decent level of funding for support and public awareness programs."

"Screw them," Beth Li, talkback radio host, stated yesterday. "Depression isn't a disease, it's just another example of today's youth finding something to complain about. Life's never been better. In fact, just yesterday, I bought my fourth BMW. And even if it is as serious as the bleeding hearts claim, then I say we leave it and cut some of the funding being wasted on these head cases. If a few whiners jump off a bridge, it'll be good for the genepool. Natural selection, my friends. It's a great thing."

"Actually, a lot of depression cases in teens are related to school and all the stress and pressure young people are under to succeed. A greater effort to correct the problem of depression should start there, with more funding so that schools can provide better counseling programs." Comments Dr. Faith Jefferson, author of the book "Tomato Soup for the Soul". "That way teens who are depressed can get help even if their parents can't or won't take them to see a psychologist."

Deny the union.
Dismiss the other two.

Okay. Now I have Minority Group Demands Language Recognition.
What will going with multilingualism do to my nation?

Oh noes! A three more issues! :o
Scandal Rocks Nianacio's Government!
"Unbelievable!" says Reverend Clint Washington of the local Catholic church. "Our government officials must be held to a higher standard than this! Mr. Lotsalovin must be removed from office and jailed. We cannot allow such disgusting corruption within the halls of justice!"Will that lower political freedoms? And the third option increase crime?
Gunman Kills Three
I guess all three options will be bad for the civil freedoms.
Oh, the Angst!
"Screw them," Thomas Wu, talkback radio host, stated yesterday. It's a great thing."Will that do anything I don't want?

I dismissed the Angst issue. The biggest problem you're gonna have is with getting crime down. I haven't found a single Libertarian nation (Anarchy, Capitalizt, Corp Bordello etc.) that was able to lower crime without resorting to the "give the people welfare" option when faced with #15. Personally I'm still working on it, and hope enough Police will help.

The 3 gunmen dilemma REALLY sucks. There is no study (not shot to all hell) ever conducted demonstrating the efficacy of gun control. At least 2 Professors who studied gun control found themselves changing their beliefs. No Professor who has ever studied it has switched the other way, ever.

Thanks. I'm going to dismiss the gunman one, leaving me with Oh, the Angst! (what negative effects will option two have?), Scandal Rocks Nianacio's Government! (#1 reduces civil freedoms, #2 political freedoms, and #3 increases crime?), and Minority Group Demands Language Recognition (what does multilingualism do to my nation?).
I've gotten crime down some, and Civil Freedoms up some. 8)

You can't get that balance right but to reduce crime ban guns, allow their language to get up civil rights, get a tax cut on scandal rocks the government and i'm going to stop there because i'm really tired

I'm almost certain I can...As I said above, I was almost there before the new issues came out (which is why I dislike them so much...I almost had the 'perfect' nation, and then it got ruined).
I'm not going to ban guns. That increases crime and makes your nation a more inviting target for invasion (not in the game, but the first should be...).
I will allow the strange language.

I have just recently granted AI citizenship in my nation, and it has raised my political freedom 1 bar since computers are now voting, and I suspect it might also have raised civil liberties a bit as well(this point I cannot be certain since my civil liberties were always fluctuating).

you can also take a look at me and see the effects of said change.

Thank you. :)
I'll grant them citizenship and once that part of the description gets pushed off by new decisions, ICly claim I never did it.

Sometimes you'll need to sacrifice taxes going up (revamping education system and such) and pray for the tax cut issue. At least that's what I did, but now my taxes are all the way up at 37%. My poor people.

That does seem to be the easy way to reduce crime, but I'd rather go the slow way than the uncertain way.

Good news on the political freedoms front: Up three levels today!
Now I just need civil rights up one, political freedoms up four(?), and crime down three(?).
