Description:
After years of work, @@NATIONNAME@@'s researchers found a way to produce amazingly pure crystals out of cheap synthesizable matters. A two hundred carat diamond was shown to the press yesterday and the laboratory is confident into breaking the thousand carat limit within a month or two.

Great issue.
I like the options. But...nobody will know that choosing No 1 means to forbid every kind of synthezising (not that all the other issues around are different, you never know what happens)

I agree with earth, no one would know the outcome. Not that it has to be crystal clear, but maybe a hint would do or something of the sort. However, the issue looks very well constructed.

Well, synthesizing is not forbidden, just heavily monitored. So it gets simpler to get the crystals the good old way.

Wouldn't the first option also create a black market in synthesised products, since my nation will be making them, and the "evil" elements in your nation may be buying them...

Most probably, even within the nation itself (like drugs). However, one cannot put a 5 lines long sentence to describe what happens ;)

As for stats:
Agreed on #1
Like I said before, mining sector falls down in #2, education probably goes up (you'll need researchers)
On second thought, I don't see economic decreasing in #3 but economic freedom will surely do... I can see a slight boost to corruption also.

how about changing option 2 so that it reads a little differently (or adding a new option).

maybe increase economy, increase environment, but alot of miners go out of work. the whole hole-diggers watched closely thing doesn't sound right.
