I made this puppet about a week ago but there has been no new issues. Does anyone know why, cuz its baffling me.

Perhaps you set it in vacation mode? Nations in vacation mode don't get any issues. Also, check your settings on the issues. On how many issues per day did you set it?
If that doesn't work, try moving out/back in to your region. That might clear up the problem as well.
