A foreign ambasador renound for his photographic memory was caught going through your most secret information. You quietly took them into custody, but moments ago you recieved a telegram from thier home government demanding thier immediate safe return.

1. Kill the ambasador
[War, civil rights suffers]

2. Imprison the ambasador
[War, and political freedom suffers]

3. Try him for espionage, and release him if found not guilty
[War. Civil rights and political freedoms rise]

Besides, even if you can't have war (although technically there is an issue where one effect is "Your nation is preparing for war"), you need to have an option that lets nations avoid war: return the minister back to his home country and get off easy.
