why is it so hard to go from unheard of to outlawed?

Up until about 2-3 weeks ago I had an outlawed civil rights and an outlawed political freedoms after only 2 issues the both went up to rare about 6 issues later I got them down to unheard of but they refuse to budge any lower. Any advice on this?

If you've never heard of something, you can't outlaw it. I think.

The larger your nation gets the harder it is to change those rankings. When you get to my size its just about impossible, you are pretty big too.

The only advice I can give you is to keep clicking on issues that decrease civil rights (or click on options that don't raise civil rights if none of them decrease civil rights). Be merciless.

It took me a few months for my civil rights to fall from 'unheard of' to 'outlawed' for the first time. It happened when I enforced ethnic quotas instead of giving government prizes for positive portrayals of minorities. Giving government prizes doesn't raise civil rights but it doesn't reduce them either. I also submitted options for two or three other issues at the same time (jailing animal liberationists, executing political prisoners and barcoding all citizens, if my memory's right). Try submitting issues that decrease civil and political rights four at a time.

In more recent times, I decided to allow hospitals to pay people to donate their organs. My civil rights rose from 'outlawed' to 'unheard of'. It took over two weeks for my civil rights to fall back to 'outlawed', even though I outlawed hospitals paying for organ donations a few days later.

thanks. that damn nobility issue is what got me for political freedoms. the first option promotes slavery yet raises political freedoms.

That affects a company's freedom to produce and air racially discriminatory shows. It doesn't affect one's right to watch such shows. It depends on the wording, actually. I think.
