Purge the Infidels problem
The issue Purge the Infidels assumes that there is a state religion already in place, when, in fact, I don't have one. Is there some way to flag it so that only those who actually have a state church get it?

This is actually very difficult to do. However, your nation must have selected a religious advisor at some point (most likely several times) and that is what triggered it.

Couldn't the trigger be based on "Devoutness" and "Religion and Spirituality" funding (which is the measure of religious-ness of a nation, isn't it?)

it is very hard but if you have a religious leader then it will be very good and it will make your work very easy.
