After numerous new crackdowns and endless trials, the Mafia have finally struck back at the @@@NATION@@@ government by exploding a car bomb outside of the foriegn ministry.

Option 1 is supposed to be rather mediocre, Option 2 is supposed to be a more significant version of option 1 though it has a price of lower civil rights.

I can see that, but the fact remains; overall, it is a better choice for most people. :wink:

How about give a tax rise to option 1, and also include it for option 2. Representing funding for police.

Seems to me the first 3 should also all have the effect of increased gov't spending, last increase in economy.
