Whats the deal with the drunk driving one?

I think it needs work. There's no option that supports freedom of choice in drinking, and the options seem to address drinking and not driving.

Also when I chose the 3rd choice (apply capital punishment) it applied to all drunk drivers in my country description, not merely those who killed others while driving as stated inthe choice.

This is in line with many other issues - the resolution you pass acts as the thin end of the wedge and the effects are exagerated.

Your only options are to Kill them, Rehab them, or Ban Alcohol... theres no option for keeping them in jail

I have banned alcohol twice now and it has brought my economy down 2 positions. Once alcohol has been banned and the industry has gone, banning it again will do noting.
If I have banned alcohol, Im not going to be told about drink drivers, am I? I think that if alcohol is banned, this issue should not occurr again for atleast a month.

Perhaps some sort of pause system could be incorporated into the treeing issues idea

Hmmm... I think that this issue may need a tag added, I got it and I'm pretty sure I illegalized cars.

Frankly, drunk cyclists aren't much of a public menace...

Walk downtown in a major city sometime, and see how insane the sober cyclists are... those bike messangers are nuts!
