Where have all my issues gone?!

After deciding on the gay marraiges issue I toddle off to bed and when I return I expect a brand new issue and the old issue to be taken into effect. However to my horror the old issue is still there and my population is still the same!
:shock:
Is this a bug? Am I too impatient on this one particular issue? Is cheese to blame?
