It's perfectly acceptable in many cases. It's only considered spam when there is no point to the post other than to detract from the thread. OOC posts do have a purpose, and it is often to clarify something done IC. OOC posts are also included when there is no related OOC thread for that topic and the posts need to be made.

No.

Perhaps an OOC: thread would keep what you feel are distracting posts out of your main thread and mitigate the desire for mod micromanagement of your threads?

Take it from a longtime RPer: OOC threads are your friends.

If you create an OOC thread and someone posts a solely OOC post on the IC thread, you have the right to either advise them to keep OOC posts on the marked thread or butt out entirely.

Well, assuming you pay attention to the OOC thread. Making one and proceeding to act like it doesn't exist probably won't help you any.
