I remember reading somewhere about flags being "suitably flag-like" and the sort. I mean, if rules are going to be set, let's at least try to follow them.

Yeah, for nation fields violations (flag, motto, animal, currency ... or all four in this case) the best way to go about it is to file a getting help page report, which you can do through the FAQ in the game. The offender has now been neutralized.
