Its a World Assembly proposal, albeit just not a very good one.
But one of the posts is an advert for Wii ... and strictly speaking it's not really a proposal, its a suggestion for a proposal.
Ah OK so it seems that ADS BY GOOGLE had actually submitted a resolution regarding their suggestion for approval. They just hadn't posted it in the thread for perusal.
I guess I should have gone a had a look but the content of ABG's responses in the thread led me to believe they were just mucking about.
