Possibly questionable if this violates an anti-region ad policy or not but my interpretation of the rule is that it does.

No reason for a Cup restricted to members of his region to be on the Nationstates forum. Obvious attempt to plug his region knowing there is a much bigger similar Cup going on at the same time.
