It's not automatically trolling to be a fascist, to RP a fascist nation or to make fascist arguments. I'm aware of The Grand World Order's post history, but I don't think he's crossed the line here.
Just as the letters "STFU" could be major flaming or a joke, so could the clip in post you've linked to.
In the context of the thread, it seems to me just the usual mild dissing of each other's military that is standard background chatter in II. A bit flamey, a bit spammy, but not actionable.
