Unwarranted Closing of a Thread

I may not visit General very often, but I know an unwarranted closing of a thread when I see it.
Here is the thread. (http://forums.jolt.co.uk/showthread.php?t=582617)
I would like to quote General's description. It is "For discussion and debate about anything", not, "For discussion and debate about anything, barring discussion of China's foreign policy."
Sure you could make an argument that this is for my homework, but it is not a matter of "yes or no" like a simple math problem. I'm fairly sure if I didn't explain what I was going to use the information for, then the thread wouldn't be closed, because I wouldn't be "doing homework".
I would also like to quote the One-Stop Rules Shop. "Homework Help: General is not the place to post your assignment and ask others to do the work for you. Discussing topics is fine, but not question and answer sessions." What do you know, we're discussing China's foreign policy!
I've seen many more 'irrelevant' threads than this; this is ridiculous.

Homework is illegal which you yourself recognise. Now the problem was that you mentioned that you actually need it for a paper, and asked for people's help. Had you started a thread for people to discuss the justification of torture it may still be around.
Regardless there are better ways to find information then on NSG.

Good point. You were discussing China's foreign policy. Its not like it also had the property of being a series of questions for which you sought answers, all for the purposes of homework, as expressly prohibited in the policy.

I have zero issue with people wanting to discuss China's foreign policy. The mention of needing information for a paper put up red flags for me. If there had been no mention, I would have assumed it was simply to prompt discussion/debate and nothing more.

I already stated that I had no luck finding information on these topics so I wanted to know NSG's opinion on these two issues. After having searched various sites multiple times and coming up with nothing, I simply wanted to know what NSG thought of China's position and if they could somehow find anything.

Foreign policy is not just a matter of yes or no, there is a why, how, etc. behind it. Claiming that only I would benefit from that thread is wrong, because unlike a math question like, "What's x^2", many people would be able to learn and understand China's policy regarding these questions.

the problem is, you stated in the OP.
My position paper for NAIMUN (North American Invitational Model UN) is almost due. The two topics are:
-The use of torture by countries
-The use of mercenaries by countries
As China, I need to find it's position on both topics. I have a few good sites, but not enough bulk information, such as hard numbers, to back up my info. If any of you guys can give me some information regarding either support, it'd be much obliged.
that makes it a "Homework thread". You were NOT asking for opinions on foreign policy but finding facts and 'hard numbers to back up [your] info.' now if you gave your info in a form of your opinion. like say "China makes Gitmo look like Club med." then that would be a discussion of foriegn policy. or even "Why would China support torture" if you have some info to back that up.
also this quote
Yes, that is all true, but basically, I'm China, so I have to support torture and kinda say why it is....important for the country to be legal.
which, again, is showing that the thread is for one purpose, to help YOU with the assignment.

Thank you, JuNii. :) Well put.
As you can see, Maldorians, your thread was closed because it was considered to be a homework thread, which is against the rules. Ardchoille and I both explained this, and the lovely JuNii gave a good analysis. It will remain close. I suggest that you review the rules.
Defined as:
Homework: Requests for assistance with homework in any forum, are forbidden.
This includes your request, which was an assignment. Homework is an all purpose blanket term.
