From the One-Stop Rules Shop (the link is found in my siggy):
Forbidden links: There is not, and will not ever, be a definitive list of forbidden links. Since we don't control the content of other websites, a link which was fine yesterday may be forbidden today. Each link is judged on a case by case basis, and occasionally the Mods will outlaw certain sites.
Any outlawed site is forbidden in the forums, as a signature, as a motto, as a World Factbook entry, or in any other format.
General classes of forbidden links include porn or other sexual imagery, warez (see below), sites promoting other illegal activities, referral links (see below), or sites that have links to such sites as a principal component.
Some generally unacceptable popular sites include ebaumsworld, albinoblacksheep, plasticnipple, Encyclopedia Dramatica, and Fred Phelps' godhates<group> hate-mongering sites.
Don't link to sites where you (or a friend/relative) stand to gain financially. Feel free to contact Jolt for information on paid advertising.
The Unmoderated Paradise link does not, in my opinion, appear to be in violation of this rule. UMP is a forum, and even if we don't all agree with the content, it appears to be within the rules.
Further, it is also my opinion that CanuckHeaven purposefully turned a blind eye to another signature because they did not find themselves disagreeing with said poster. Gift-of-God's (http://forums.jolt.co.uk/showpost.php?p=14459318&postcount=82) signature happens to include a link to the same website, albeit, a thread on that site. Clicking the link led me to the same site that the link on Hotwife's signature did.

I don't believe UMP has ever been a forbidden link. UMP is (or was) a forum for NationStatesers who wanted a bit more freedom to spam or post heatedly than our forum rules provide. If they're illegal, then we need to crack down on anyone who's got a regional forum hotlinked in their sig.
Rival games, click through games, links that will financially benefit the poster, or links leading to porn are strictly forbidden.
In other words -- use yer judgment.
