Because the silly vBulletin folks included this new feature without thinking through how it could be abused. They didn't include any apparent limits on such messages. Trust me, we've asked the folks at Jolt to raise that very question.
Seriously, if there's a way to exploit a system designed to make your lives easier or more fun, spammers will find it. All we can do is try to plug the holes afterward.
