I was wondering what the rules would have to say about this suggestion of mine - http://forums.jolt.co.uk/showpost.php?p=14240073&postcount=52

Is it metagaming? If not would it be a w.a. forum thing or would it be better off in Nation States or International Incidents ? Would it be legal for a resolution to create a permanent thread in any of these forii for such a project or would it have to be entirely a player generated endeavour independent of a w.a. resolution subject to all the same conditions of any other regular thread ?

No. Resolutions are "inside" the game -- characters or nations produce them. The forums are "outside" -- players produce threads in them.

Player-generated is the way to go. It's also the way that's been already gone (http://z13.invisionfree.com/Green_Think_Tank/index.php?act=Stats&CODE=leaders). (At least one of the mods of that forum is still around, if you want to try for a revival.)

Not saying you couldn't just make a thread in the WA forum, but it would get miserably cluttered if you used it for creating multiple resolutions.

You could use a resolution (if you can get it past the watchdogs) to create Yet Another Committee, and then RP meetings of that committee in an RP forum. The International Red Cross in the old UN forum did that, and it worked as long as the player behind the IRC was around.

Thanks for the clarification. Quintessence of Dust has fingers in many pies.

I guess I imagined the thread I was suggesting being a repository of player research on NS ecological issues where players could debate and dispute eachother's findings, hopefully coming to certain consensuses which could be used to justify resolutions ( with their own threads naturally ).

But I take your point, it would be difficult to maintain interest over time. And player generated is the way to go. I just think that in r.p. terms no state would be convinced into action it believed might actually harm it on the say so of a "special interest group" so to speak. So i'm thinking that the best approach might be your last suggestion. I don't think Urgench will really be able to contribute to such a committee very much anyway so ....
