OK I've never done this before and I'm aware that i may be posting this because of personal peeve but Michael Toth has attitude problems anyway and is slightly military obsessed which is fine but is it relevant to this debate? Oh and threatening assassinations is hardly on is it?

In my experience, there are very few roleplay situations in the WA which cannot be resolved by the judicious application of custard pies. Failing that, I would expect most experienced ambassadors to react to such brashness with politely amused (RPd) disdain.

Old Mongka gives excellent disdain most of the time. I think he might have a "professional admiration" for Dicey though so you made his morning.
