As a matter of interest, is this clause from the resolution at vote guilty of metagaming?

"Urges and authorises all WA member nations to do as much as they reasonably can to suppress international piracy within any areas (such as ‘international waters’) that are not under any nation’s effective control, and its bases wherever those are;"


We ask because it seems to be able to effect circumstances outside of w.a. member states. After all anywhere is anywhere to paraphrase one of this resolution's proponents ( Tzorsland ).

In the strictest sense, it is a form of metagaming, but not in any actionable way. The ruling on metagaming is designed to keep mods, admins, and players from having to perform specific actions (regional activity, forum threads, etc.). A roleplay event like "patrolling for piracy" never crosses that event horizon.
