1. Declares that the World Assembly shall be funded by donations from member states; the WA will not levy taxes directly upon the citizens or residents of any nation; From the resolution at vote. The language is intended to prevent any future tax on citizens from being levied by the WA, and it's based on wording from Rights and Duties that Fris said was the closest we could come to preventing future WA action without crossing into illegal territory. However, in context, I see that it could be taken to mean that the WA can impose taxes in the future, just not for the purposes of this revenue agreement. Can I get a ruling here?
