too many United Russias
I might be seeing things and i might be being green, but i've just checked the delegate votes for my resolution and it seems The United Russia has voted twice. Am i seeing things or is there a good reason for this?

He probably changed his vote. It should sort itself out at the next update.

I should have said that he's voted AGAINST twice. Would your explanation still hold?
