Proposal wording, legality check (Mods only, please)

I’ve been making a few “final” changes to my proposal Suppress International Piracy (http://forums2.jolt.co.uk/showpost.php?p=13784688&postcount=1).
If I change clause #3 from 3. Urges and authorises all WA member nations to do as much as they reasonably can to suppress international piracy, within any areas (such as ‘international waters’) that are effectively not under any particular nation’s control; to 3. Urges and authorises all WA member nations to do as much as they reasonably can to suppress international piracy, within any areas (such as ‘international waters’) that are effectively not under any particular member nation’s control;so that member nations acting to suppress any pirate bases that are located in non-member nations would be approved by the WA, would that fall foul of the rule that proposals & resolutions can not affect non-member nations? Or would the fact that it’s only telling member nations how they can deal with non-members, rather than trying to tell the non-members themselves what to do, leave it as legal?

Your restrictions are on the behavior of WA members. Where they exercise that behavior is irrelevant, as you're not trying to control the behavior of the recipients of that behavior.

The WA may pass laws that restrict your use of cluster bombs or land mines, but that won't prevent you from using legally-produced cluster bombs or land mines on the territories of non-WA nations.

Okay, thanks, that's what I thought was the case.. but "better safe than sunk"...
