'Committee if the Whole' (Mods only, please)

From the recent discussion of a proposal on 'Reversing Global Warming' _

3) Urges the creation of a sub-committee attended by all WA members that will:
a) Encourage private firms to invest in infrastructure
b) Pressure and advise countries on ways to defend themselves from the effects of global warmingSorry, but this makes it illegal.
We don't sit on any sort of committees, sub or otherwise. There are magical beings that take care of that.

I wouldn't remove it for that, though it ought to be dropped from any reposted version.

There's a big difference between "a committee of the whole" and "the committee will consist of the regional delegates representing the 12 largest regions, plus 12 more randomly selected WA members, plus 12 members selected by popular vote on the forums". The first isn't specific. The second is massive metagaming, and verges on game mechanics.

So, is the 'committee of the whole' concept legal for use in proposals or not?
I'm asking because being able to include one in a WA funding proposal, with oversight power over the WA's financial division and perhaps the right to vote on its budgets (albeit only 'offstage', with the nation's players not actually getting any real say in the matter...), would solve some of the [more reasonable] objections that various people raised to my just-defeated 'Ways and Means' proposal... and something as important as that subject would seem one of the most logical candidates for such a committee...

Without discussing it with the other mods, I'm going to have to rule that it's impossible to rule without seeing your implementation.

Post your proposed draft changes in WA and invite mod comment. Maybe post a link here as a reminder.

Okay, thanks. I'll probably get around to it later this week, after I've got a first draft for the "No WA taxation" side of things separated out from the "WA Funding" side.
