It has some sort of disclaimer, and it seems to try to work around the rule, I'm just not that convinced it does it successfully enough. Mods?

Essentially, there's not enough evidence at this point to say either way. To some degree, it looks like they're going to use their nations to represent factions in the basic plotline drawn from a Star Trek universe. If that's the case, then there's no rule-breaking. If they end up just writing a season of Star Trek and don't use their own unique nations, then that would be rule-breaking.
