There is a nation, Chapek 9, that has been participating in a WA discussion (concerning this proposal (http://forums.jolt.co.uk/showthread.php?t=555877)) despite the fact that they are not in the WA. Are non-WA members allowed to participate in WA discussions?

Yes.
If you want an RP excuse, assume they're an observer sent by a nation unable to afford a WA mission, not ready to join yet or not yet recognised.
Non-human nations participate in debates about human problems; human nations participate in debates about non-human rights; landlocked nations have views on maritime issues.
The OOC argument is that there may be a good reason why they're not a WA member and they shouldn't be prevented from playing in all parts of the game.
For example, siblings may use the same computer and both want to play fully in NS. Under NS rules, only one WA nation is allowed on that computer. The second sibling's nation can still contribute usefully to debates.
What non-WA nations can't do is register an in-game vote on a resolution or submit a resolution.

Neither of the two main UN / WA moderators were members for at least the last year. I only joined because I wanted WA Res #2 to pass. Haven't gotten around to quitting yet.
