I originally suggested it as Political Stability/Mild, but now I'm thinking it could be either PS or Furtherment of Democracy/Mild. I know you don't like proposals that aren't written precisely to the category, but can I get a pass this time on FoD?
Or do I have to wait for the Book-keeping category to be finalized?

It's fine, unless you intend to turn them into some sort of Prætorian Guard and have the mods manage ambassador assassinations with them.
... not that such thoughts have ever crossed our minds, of course.

Why is this FoD? It props up the legitimacy of WA, thus promoting international diplomacy and democratic cooperation.Yeah, but I read FoD as promoting those things for the unwashed masses (Dicey's hippy ways not withstanding). Intranational freedoms as opposed to international.
Perhaps not the strongest argument, but it is intended as a Mild proposal. Maybe if the preamble made the case better?Well, it couldn't hurt.
