Out of curiosity, as I have no intention of getting forum-banned: If someone is forum banned, are they prevented from being able to post, or is it on an honor system? I guess the former, otherwise people wouldn't use puppets to post around a ban.

It's an honor-system of sorts. The Mods as you may or may not know have a system for checking puppets (used to detect UN-multis) so if someone comes into question they use the same system to see if it's someone posting past forum-ban. In most cases I've seen/read, violating forumban with a puppet results in a deletion.

Oh and for the record, I'm not a Mod, just a player who keeps an eye on these things.

Honour systems work on honourable people. Not all people in the world are honourable. I hope this answers your question without giving away anything I shouldn't, as I am sick of having to scrub the priceless inlaid marble floors of the ModCave with a toothbrush.

Depends on how much you goof off. But, yeah, you can have a UN nation and puppet nations that are not part of the UN. (Just ask HotRodia, whose puppets are both legion and legendary. :p)
