Due to debate over at the Freedom of Speech Act (http://forums.jolt.co.uk/showthread.php?t=544375), it was determined that it may have been duped due to Article 2 of the UBR:
Article 2 -- All human beings have the right to express themselves through speech and through the media without any interference.
So, how useful is UBR? Is it assumed that all nations must follow UBR no matter what (even when dealing with national security), and that therefore, censorship for ANY REASON is banned? Or is it that UBR is merely an advisory document, recommending, but not really doing anything?
Since FSA's goal is to basically declare that human beings can express themselves, and that the government cannot suppress free speech unless in certain circumstances such as violence, it is rather likely that if UBR is all powerful, FSA would merely just be a duplicate and therefore not really needed. But if UBR is merely a 'encourages' resolution, then FSA can exist. I was led to believe it was the former, so, Article 2 really shocks me in its broadness and not allowing for any valid exceptions.
I'll need a mod ruling, and whatever the mods say, we'll agree to it.
