Well my guess would be a flamebait pretending to be humor.
Usually when there is a week tossed out like that the poster did something really flagrant and or has been warned a few times.
Overall. Judgment of the moderators.

Trolling: Posts that are made with the aim of angering people. (like 'ALL JEWS ARE [insert vile comment here]' for example). While Trolls often make these posts strictly in an attempt to provoke negative comment, it is still trolling even if you actually hold those beliefs. Intent is difficult to prove over the internet, so mods will work under their best assumptions.
Note that posts of opinions you disagree with does not automatically equate with trolling. Disagreements are expected, as long as they are done in a civil manner. Max Barry has made it clear that he welcomes all opinions in civil debate, even those that are highly unpopular or minority-held. Make your case without the invective, if you want to avoid banishment as a Troll.
Trolling is also is used to refer to making obviously silly topics that people nonetheless will reply to, despite all common sense. Don't feed the trolls.More generally, trolling is considered to be a violation of the "malicious" clause from the NationStates FAQ (http://www.nationstates.net/page=faq).

Fair enough, I understand the rules pretty well (not my first nation ;) ). My problem was that I found the languge used in the op and his following post so unintelligable that I couldn't really work out what he was on about. I read the op as a strange joking reference to that old South Park episode where the Subway spokesman has 'Aides' and more spam that anything. That is why the week ban seemed a little harsh to me.

Seriously though, Cog pretty much summed up my feelings on this situation. It may have intended to be some sort of cracked out joke, but it certainly didn't come out that way.
