A lot of the feeder regions don't allow ASCII. Is this an actual nationstates rule or is it just a regional law? Thanks very much. Cheers.

If you mean on the forums, then it's up to the region I think. NS doesn't care what happens offsite.

If it is on the RMB of these feeder regions, it could be a regional ruling, or a NS law. I rather suspect it is the feeder regions stopping people from clogging up the messageboard.

well that and the fact that ascii does not work as well in newer programs as it used to in the old days of dos. thats why if you need one of the symbols just use "Character Map" most of the fonts in there still work except for a few of them. noteably some of the "symbol" fonts such as ascii 0-14, 16,17, and a few others. lets face it ascii is considerd obsolete on the web anymore.

There isn't anything in the OSRS (http://forums.jolt.co.uk/showthread.php?t=416023) that I can see which bans ASCII art, there was a player petition to get it banned, but I don't think it got very far:

It's not an official NS rule, but that doesn't stop regions from setting standards themselves as to what's allowed on their RMBs. Not sure about the Feeder regions, since they're game-owned, not player-owned, but whatever.

I'm among the many who don't like it and consider 99.9% of ASCII art to be spam. I posted a terse request (http://forums.jolt.co.uk/showpost.php?p=10422040&postcount=140) that it be stopped in the official Comments thread of the One Stop Rules Shop. Based on additional comments, I opened up the discussion (http://forums.jolt.co.uk/showthread.php?p=11308204#post11308204) for further review. That was last year, and the responses were inconclusive, so it didn't get added to the official rules.

A recent addition to the code (thanks, Admins!) allows those with access to the Regional Controls to ban adspammers from the region even after they've left, as long as the ad is still in the RMB or the nation's movement is still in the Regional Happenings. This gives regions much more control over drive-by posters and annoyances.

Regions are allowed to set whatever policy they desire. If they want to ban ASCII art, and they choose to ban-ject those who post it, more power to them. Eventually, the ad-spammer should get the message.

All I can tell you is that the complaints about ASCII art have been a whole lot quieter for us since that new code went in. I don't know what prompted your question, but I'm inclined to refer you back to the Founder or Delegate of the region in question. It's their problem now.
