I am a bit surprised.. I was not ready to explain.. because I cant recall.. never seen we were asked to prove ourselves worthy of a change of Title.
So I did a quick search...

I usually won't change a General thread title unless it's a typo or other language error (which is frequently is) or contains inappropriate content. Your title contains neither, so I saw no reason to change it.
Most people come to Moderation with an actual reason to change their thread titles in General, so this is an unusual request. Hence the uncharacteristic response.
