I believe The Most Glorious Hack or GMC Military Arms provided for some specific exemptions to allow for advertising such boards, so I'll hold off on ruling here until someone more involved in RP moderation comes online.

It was Scolopendra, it was a sticky thread in International Incidents, and it quite thoroughly covered this specific incident, which is legal.
