well, it looks like he's trying to build his empire and using Hataria's delete as a catalyst for it.
Dunno if it falls on Dog-piling on Hataria...

The Steppe Empire is Hataria's new nation. At this point, he appears to be avoiding the excesses that led to the dogpiling, and is merely using a small piece of back-history as part of a new storyline.
The name 'Hataria' has not been banished from NationStates, only the nation of Hataria and all its people. If he turns this into a takeover of his old territory and attempts to recreate his old population, it'll be locked or deleted for the same reason that the dogpilers were locked or deleted.
