Now that depends whether they timed out due to inactivity or were deleted for foul misdeeds, of course. If it's the former, you can submit a Getting Help Page (http://www.nationstates.net/10398/page=help) request to have them summoned up from Davy Jones' Locker.
Nation resurrection requests should ideally go through that channel, since it's all set up for it and doesn't take up space in the Moderation forum with pint-sized threadlets.
