Could you define what you mean by this a little more precisely, please? Do you mean in-character, out-of-character, as an actionable offense ...?

Well, only if you allow them to. My best suggestion is to just ignore them if you don't want to partake in an rp they force upon you.

I guess god-modding on someone else's RP would also be 'harassment'...

And you're not forced to RP if you don't want to. I think you can put them on ignore so they can't send you telegrams, too.

I believe it would count as harassment if they were doing it for OOC reasons - e.g. they don't like you OOC, so they're trying to stop you from doing things IC by utilizing whatever power they have over you in that respect. However, if the actions they're taking are being done purely IC, and there is no OOC rationale behind them, I think it falls into the category of pure RPing, and not harassment. Of course, if that is the case, it could easily turn into a shouting match of "You have OOC reasons behind this" vs. "No, I don't".

Which is precisely why we don't rule on hypotheticals like this. If someone wants to put a concrete case before us - "I think X has done Y in thread Z" - we can judge that. We can't judge "does Y exist?" because, in this case at least, that would require telepathy.

It's not hypothetical.

He's refering to me, Whyatica, Clandonia Prime and Praetonia for our ICly holding the bases we gained during an invasion of his country to stop his country from being evil again.

Fortunately until BL will probably make it out to be after this post, we are not doing this out of OOC spite, but rather out of the interest of our government [we don't like evil nations except for doom/amf] and our people [if he pisses off someone big and gets nuked our bases are almost screwed].

I guess you could compare it to Warsaw Pact nations wanting capitalism with the big bad soviets over their heads saying 'silly comrades, capitalism is for american pig dogs'. >.>
